Anthropic Quietly Pitches Lawmakers Its Own Frontier AI Safety Bill, Politico Reports

Anthropic has shared a draft federal bill with Capitol Hill that would let the government halt a frontier AI model only through a court order, and only for imminent risks above $1 billion in damage or more than 50 people killed or seriously injured, according to Politico and Reuters.

Politico reported on Oct. 16 that Anthropic representatives have quietly pitched lawmakers on a draft bill covering frontier AI safety and security, citing three people with knowledge of the effort and the draft itself. Reuters followed with its own summary of Politico's reporting.

As reported, the draft would let the government block a model's release or use only if it poses a foreseeable, imminent risk of more than $1 billion in damages, or of killing or seriously injuring more than 50 people, through threats such as a biological weapon, a model evading its developer's control, or a cyberattack.

The reported mechanism: independent evaluators registered with the Commerce Department would periodically assess labs and their frontier models, and must report any "imminent enumerated risk" to Commerce within 72 hours of finishing an assessment. Commerce could then ask a federal judge in Washington, D.C., to order a suspension. The text reportedly bars any other federal agency or officer from suspending a model's development, deployment or internal use.

An Anthropic spokesperson told Politico the bill "represents the proposals outlined in Anthropic's Advanced AI Framework," which the company has pushed with federal and state lawmakers since June. That framework calls for testing, public transparency, independent evaluation and security programs, plus authority to block or deter dangerous deployments. Reuters said Commerce did not immediately respond to a request for comment. The draft has not been formally introduced as legislation.

What this means for you: Nothing changes for users today; this is a proposal, not a law. If you follow AI policy, compare it with the FRONTIER Act (H.R. 9925) introduced in July, and watch whether any lawmaker formally introduces Anthropic's text.
